The song is about the joining of Scotland to the British Empire, through the Act of Union, and the treachery of the lords that accepted it.

With the Act of Union, Scotland gave up it's Parliament. Supposedly, Scotland had representation in Parliament in the Empire, but that was questionable.

The good news is that Scotland again has it's own Parliament, and a certain amount of autonomy within the Commonwealth. England has even returned the Stone of Scone.
